On July 21, the National Medical Products Administration (NMPA) released the latest batch of delivery information for cosmetic approval certificates. Weptide Group's subsidiary, Guangdong Weptide Biotechnology Co., Ltd., obtained five Special Cosmetic Registration Certificates at once, all focused on whitening and freckle removal.

To be honest, everyone knows how difficult it is to obtain special certificates—from formula development to technical review, and then to human efficacy evaluation, the entire cycle takes at least half a year. Passing five at once shows that Weptide's technical reserves in the whitening and freckle-removal track have reached the stage of "batch production."

As is evident from the product names, this batch of special certificates covers three core categories: serums, creams, and whitening creams. Among them, "Fuyin" and "Jumei Hanxi" are independent brand lines, with product positioning focused on efficacy-driven whitening and freckle removal.

Why Whitening & Freckle-Removal Special Certificates Are Hard to Obtain

Anyone who has worked on cosmetic registration knows that the Special Cosmetic Registration Certificate carries the highest value.

Unlike filing for ordinary cosmetics, special-certificate products must go through the full technical review process: formula review, safety assessment, human efficacy evaluation trials, stability testing, preservative challenge testing, and packaging material compatibility assessment—not a single step can be skipped.

According to the cosmetic approval certificate delivery information released by the NMPA on July 23, 2026, a total of 195 special cosmetic registration certificates were approved nationwide in this batch, with whitening and freckle-removal products accounting for over 60%. Few companies managed to secure five certificates in a single batch.

Per the Opinions on Deepening Cosmetic Regulatory Reform and Promoting High-Quality Industry Development (NMPA Cosmetics [2025] No. 18) issued in November 2025, multiple optimization measures were introduced for cosmetic registration and filing management in 2026, including shortening the review timeline for change applications from 90 working days to 60 working days. However, the core requirements of technical review have not been relaxed, and the required efficacy evaluations remain fully in place.

Combination regimens featuring classic whitening actives such as niacinamide, tranexamic acid (trans-4-aminomethylcyclohexanecarboxylic acid), and Glycyrrhiza glabra (licorice) root extract, paired with Weipei's proprietary peptide raw material technology, can deliver meaningful product differentiation.

What brand owners should watch when sourcing special-purpose certificates from contract manufacturers

To be honest, many brand owners only look at whether a contract manufacturer "holds a special-purpose certificate" when selecting a partner, without considering the product category or applicable scenarios of that certificate.

Here's a critical point: special cosmetic registration certificates are tied to specific products. Just because a contract manufacturer holds a whitening special-purpose certificate doesn't mean you can directly white-label it for your own use. Brand owners need to verify the following:

First, whether the contract manufacturer's certified products support commissioned production. Some special-purpose certificates lock in the production site at the time of registration, and changing the manufacturing address requires going through the registration amendment process again.

Second, whether the formulation system is open. Some contract manufacturers hold special-purpose certificates on a "self-use only" basis, and the formulations are not disclosed to third parties. If brand owners want to build their own product lines, they need to initiate a new project and file a fresh application.

Third, whether efficacy evaluation data can be reused. According to the spirit of Document No. 18 of 2025 issued by the National Medical Products Administration, cosmetics with similar formulation systems may share safety technical documentation, but whether efficacy evaluation data can be reused depends on specific conditions.

Weipei Group's current approach is to offer contract manufacturing clients two cooperation models: first, directly using the formulations of the Group's existing special-purpose certified products for white-label production; second, brand owners provide their requirements, and Weipei handles the entire process from formulation development to registration filing. The latter route takes longer, but brand owners obtain their own special-purpose certificates.

What to watch next

In July, a batch of cosmetic registration certificate approval results has yet to be announced. Following convention, the National Medical Products Administration typically releases the approval documents for the previous batch around the 23rd of each month.

Also worth noting, Hunan Yian Biotechnology Co., Ltd. added two new administrative permits in late July (on July 18 and July 22), though specific product details have not yet been disclosed on the Qichacha platform. Combined with the invention patent published on July 17 for "a medical trehalose wound dressing for hard-to-heal wound care and its preparation method," Yian Biotech appears to be steadily expanding its pipeline of Class II medical device products.
